CALL FOR EXPRESSION OF INTEREST

RESOURCE CONSULTANT

‘Raising Pacific Voices: Reinforcing Pacific Civil Society’ (RPV) is a three-year regional program, funded by the European Union and implemented by Oxfam in the Pacific, working in partnership with the Pacific Disability Forum, as Pacific Regional NGO (PRNGO) Alliance focal point.

The program aims to develop the capacity of civil society organisations across 10 Pacific island countries in the three subregions of Melanesia, Polynesia and Micronesia, with piloting underway in Tonga, Marshall Islands and Vanuatu. In the Republic of the Marshall Islands, Raising Pacific Voices is working with Radiation Exposure Awareness Crusaders for Humanity — Marshall Islands (REACH-MI) to implement the project.

Expressions of interest are invited from consultants to provide REACH-MI covering capacity strengthening around institutional and influencing capacity: good governance; strategic planning; financial management; human resources management; administration and communications; constituency engagement; policy engagement; and influencing and advocacy. The proposed contract term would be for 24 months (or less depending on the date of contract).

The overall objective of the project is “to strengthen the capacity of CSOs to influence the development and maintenance of inclusive and accountable government in the Pacific region”. There are four components to the program that will contribute to the achievement of the objective.

Interested consultants must provide information indicating they are qualified to perform the services and meet the selection criteria, as well as their rates for delivery of services.
