P1 DeBrum: No radiation agreement unless affected agree
Foreign Secretary Tony deBrum said April 24 at the Majuro Compact talks on subsidiary agreement Section 177 — US responsibility for the consequences of nuclear testing — that the governments are not here to settle private claims by private parties. Nevertheless, in the next sentence of his speech at the opening of the talks he said that if there is a reasonable proposal from the US it will be considered and if the parties agree, there will be a settlement. Some lawyers in Majuro have said they fear the US will make a settlement offer which is very attractive to RepMar but which short changes some radiation claims. DeBrum reaffirmed after his speech that RepMar would not act without approval of the parties concerned. US Ambassador Fred Zeder has his marching orders from President Reagan to settle all nuclear testing claims in the Marshalls in a subsidiary agreement to the Compact of Free Association.

P16 Constitution
Probably the main constitutional development of the past year has been the certification of the courts…The protection of the rights of individuals by the courts is what determines whether or not we have a democratic government. There have not yet been any court cases involving violations of constitutional rights but out is reassuring that the courts are ready.

P28 Earth Day celebrated
Tree planting on Assumption School’s ocean side campus highlighted the combined elementary and high school second annual Earth Day celebration April 23. Combined grades kindergarten and 12th, for instance, planted their tree and then proclaimed their action by placing a wooden marker at the planting site designating the classes’ action.

P2 Lañinbwil’s Gift to premiere
Lijimu is back. Liki, Miko, Delia, Tomi, Bodi and Phil are back. The noniep is back. And, in a manner of speaking, so are Letao and the mejenkwar, though this is the first appearance of these quintessential Marshallese characters in a film series that has captivated Marshallese viewers since 2009. Lañinbwil’s Gift, a film that many people have been waiting for — the final in a series that started with Ña Noniep and Yokwe Bartowe — will premier in Majuro on May 21 in special showings at the Marshall Islands Resort’s Melele Room.
P23 JHS Journal team
Jaluit High school students continue producing a seven-to-eight page newspaper each month that offers lots of news and photographs on school activities, as well as news of developments around Jaluit. Among stories in the two March issues of the Jaluit High School student newspaper: Miriam Kenja reports that Glorinda Phillimon, a JHS alumni, was just hired to work for the school after completing her bachelor’s degree in elementary education at BYU-Hawaii. She is replacing Abija Anidreb, who is currently at BYU-Hawaii working on his BA. Meanwhile, students Curritha Lani and Marylou Kibin got out of the campus to report on Bubu Neimat’s Laundromat opening in Jabor town. Ebon Reimers, the niece of Lerooj Adelma Timothy, cut the ribbon officially opening the new facility.
