P1 KAC says good news from Washington
Statement of Kwajalein Atoll Corporation Chairman Ataji Balos: “The news we bring with us, we believe, is good. For the past three weeks, we have been in Washington, DC in meetings with top officials of the US Defense Department, as well as President Amata Kabua and Attorney General Carl Ingram. It was a major achievement for the KAC to have our officers and directors present for these meetings and to finally be recognized by both our own government and that of the US as having a valid right to participate in land use agreements concerning Kwajalein.”

Following two weeks of negotiations in Washington, agreement was reached October 20 between the Department of Defense and the Republic of the Marshall Islands regarding present and future use of the Kwajalein Missile Range, and for ending the demonstration which has been conducted there since mid-June. The US-Marshallese new agreement will run for three years or until the entry into force of the Compact of Free Association signed last spring…as the basis of ending the Trusteeship which has existed over Micronesia since 1947. The new agreement provides for current use payments, taxes and services at the level of approximately $9 million annually. The Compact also authorizes continued use of the Kwajalein Missile Range for an additional 15 years after the period of the Compact — a total of 30 years.

P5 Litokwa: Too early for political parties
Wotje candidate for Nitijela, incumbent Senator Litokwa Tomeing, takes the position that the people of Wotje are well aware of what developments have been occurring on the atoll. “I can’t speak for the voters, but I hope they share my satisfaction,” he said. “I go along with the saying ‘Mejed Kabilok Kij.’” Asked his feeling regarding the newly formed Ralik Ratak Democratic Party, Litokwa said that he was not a member of the party but he respected the right of the individuals involved to become political active in such a manner. “I generally support the idea of an opposition but to tell the truth I am not sure I want to go as far as to join or support a political party at this stage in our political development,” he said. He explained that years ago, he was an active member of a group called “Ainiken Dri Marshall” which at that time was considered an opposition group. “I feel a lot of bad feelings were generated by this western-style opposition that we were involved in and I am not sure it is suitable to conditions here in the Marshalls,” he said. He added the type of opposition he feels more comfortable with is opposition that develops from a particular issue.

P1 RMI facing dengue fever emergency
The Cabinet is expected to declare a state of emergency at its special meeting on Thursday this week in response to the outbreak of dengue fever in Majuro. Ministry of Health officials report that there are 30 cases of dengue fever confirmed. Cases have now been identified from Rita to Laura.
P4 Nuclear Tribunal down to skeleton staff
The Nuclear Claims Tribunal last made an award payment nearly three years ago but has remained open for new claims to be filed. The Tribunal has awarded $96,658,250 in personal injury compensation to or on behalf of 2,127 people, while making payments of $73,526,698, said a two-year report from the entity provided last month to the Nitijela.
